End of perfume pact depresses Burberry H1 profit

LONDON (AP) ? Costs associated with the end of a perfume licensing agreement dented first-half profits at luxury fashion company Burberry.

For the six months ending Sept. 30, Burberry saw its net profit fall to 85 million pounds ($136 million) from 117 million pounds a year earlier. The big difference was a charge of 73.8 million pounds related to the cost of terminating a fragrance and beauty licensing relationship with French-based Interparfums.

Burberry says Wednesday it expects to benefit eventually from directly controlling its fragrance and beauty line.

Revenue was up 6 percent to 883 million pounds, with same-store sales rising in all regions.

Burberry shares were up 1.8 percent at 1,274 pence in early trading in London.

WASHINGTON (AP) ? For all the worries about potential major problems at polling places, the worst impediments to voting on Election Day were exceedingly long lines at dozens of precincts.

Hundreds of voters stood in line to cast ballots for well over four hours past the 7 p.m. closing times in Miami-Dade County, Fla., even after President Barack Obama was projected Tuesday night as winning re-election over Republican Mitt Romney. Long waits were also common in Virginia, South Carolina, Tennessee and elsewhere.

Most states allow voters who were in line when polls closed to cast ballots. Candidates, political operatives and their supporters turned to social media to encourage voters through the long wait. "(hash)StayInLine (hash)StayInLine (hash)StayInLine," Wisconsin Democratic Senate candidate Tammy Baldwin tweeted.

"If you were in line before your poll closed you still have the right to vote," film director Spike Lee tweeted. "We are counting on you."

Other problems with voter access, machine failures and some legal skirmishes, especially in Pennsylvania, were scattered, but there didn't appear to be any wholesale disenfranchisement of voters. Tense confrontations among poll monitors were few, and no major instances of election fraud were reported.

"Despite the shameful attempts to suppress voting, voters are standing up," said Bob Edgar, president and chief executive of Common Cause.

High turnout rather than glitches appeared to be the cause of the long lines, but there were plenty of other problems around the country. In Pennsylvania, the day began with a confrontation involving Republican inspectors over access to some polls and a voting machine that lit up for Romney even when a voter pressed the Obama button.

The Election Protection coalition of civil rights and voting access groups said they had gotten more than 80,000 complaints and questions on a toll-free voter protection hotline.

In Philadelphia, the Republican Party said 75 legally credentialed voting inspectors were blocked from polling places in the heavily Democratic city, prompting the GOP to obtain a court order to gain access. Local prosecutors were also looking into the reports. Democratic Party officials did not immediately return a message seeking comment.

Also in Pennsylvania, Department of State spokesman Ron Ruman said the voting machine in the central part of the state that switched a person's vote from Obama to Romney was put back into service after being recalibrated. Video of what Ruman called a "momentary glitch" was widely viewed on YouTube.

Pennsylvania was also the scene of what a state Common Cause official called "widespread" confusion over voter ID requirements. The state this year enacted a new photo ID requisite, but a judge put it on hold for Tuesday's election amid concern many voters would not be able to comply in time.

Barry Kauffman, executive director of Common Cause in Pennsylvania, said election workers in many places were demanding IDs even though they are not required. It was unclear, however, just how many voters may have been turned away or discouraged.

Also in Philadelphia, a judge ordered a mural of Obama covered up after a Republican election worker snapped a picture of it at a school polling place, according to a statement from the Republican Party.

In Florida, a robocall glitch occurred in Pinellas County, where the supervisor of elections said about 12,000 voters were wrongly told they could vote Wednesday.

Spokeswoman Nancy Whitlock said the office had contracted with a firm, callfire.com, to call voters who had requested mail ballots but had not yet returned them. Whitlock said the calls with the erroneous election date went to those voters mistakenly Tuesday; a second call went out advising them of the error.

In Ohio, officials in Franklin County, seat of the state's capital, barred the tea party-linked True the Vote group from monitoring polling places because applications to do so weren't filed properly.

Catherine Engelbrecht, president of the Houston-based group, claimed the Ohio Democratic Party had pressured several local candidates to withdraw their permission for the group's members to act as election observers.

Both political parties in Nebraska accused each other of voter disenfranchisement after a woman claimed she was handed a ballot already filled out for Romney and Republican Rep. Lee Terry ? a situation elections officials chalked up to a mistake. The GOP, meanwhile, contended some voters were being falsely told in recorded phone calls that they were ineligible to cast ballots.

In New Orleans, advocates said they received several complaints from large Vietnamese-American communities that in at least three major polling places, language services were not provided to voters needing help with translations. Of particular concern were several proposed constitutional amendments and ballot initiatives, said Jennifer Coco, a volunteer field director with the Louisiana Election Protection Program.

Meanwhile, voters in several storm-ravaged areas in New York and New Jersey expressed relief and even elation at being able to vote at all, considering the devastation from Superstorm Sandy. Lines were long in Point Pleasant, N.J., where residents from the shore communities of Point Pleasant Beach and Mantoloking had to cast their ballots due to damage in their hometowns. Many people still have no power eight days after Sandy pummeled the shore.

"Nothing is more important than voting. What is the connection between voting and this?" said Alex Shamis, a resident of hard-hit Staten Island, gesturing to his mud-filled home.

Any voting problems were being closely monitored after months of legal and political battles over more voter ID restrictions and other laws, mostly fruitless hunts for ineligible people on voting rolls in many states and sustained claims that black and Hispanic voters are being targeted for intimidation and suppression.

It remained possible that court fights will continue on some of these issues well after the election.

2011 Virginia earthquake triggered landslides at extraordinary distances

ScienceDaily (Nov. 6, 2012) ? The 2011 Mineral, Virginia M-5.8 earthquake was felt over an extraordinarily large area. A new study details landslides triggered by the earthquake at distances four times greater and over an area 20 times larger than previously documented for M-5.8 earthquakes worldwide.

The study, to be published in the December issue of the Bulletin of the Seismological Society of America (BSSA), describes physical confirmation of previous observations that ground shaking from earthquakes in the eastern U.S. travels farther than in the western U.S, a plate-boundary region.

U.S. Geological Survey scientists Randall W. Jibson, who is scheduled to present his findings on Nov. 6 at the annual meeting of the Geological Society of America, and co-author Edwin L. Harp painstakingly mapped rock falls to determine the distance limits from the epicenter to compare with previously documented earthquakes.

The 2011 Virginia earthquake was the largest earthquake in the eastern U.S. since 1897. Although it did not produce large, damaging landslides, it did trigger small landslides of rock and soil from steep slopes.

Because landslides can occur without earthquake shaking, Jibson and Harp looked for evidence of recent physical disruption that could be attributed to the quake. From August 25 though September 3, Jibson and Harp made detailed observations by driving outward from the epicentral area in transects; they stopped frequently to get on their hands and knees to overturn rocks to see whether there was green grass underneath -- a sign that the rock could have fallen during the quake. As they drove, they inspected highly susceptible slopes until they had reached an apparent limit for a particular area.

"We've been doing this for more than 30 years and have developed a consistent observational standard that isn't dependent on the observers," Jibson said. "We are confident we can accurately compare limits for different earthquakes."

The authors noted that Hurricane Irene passed near the area a few days after the quake, and they identified small rainfall-triggered debris flows that were quite distinct from rock falls triggered by the quake.

Landslide limits were documented along the Blue Ridge Parkway from near Harpers Ferry, West Virginia, southwestward to within 30 km of the Virginia-North Carolina border as well as on transects northwestward through the Appalachian Mountains into West Virginia. The limits to the east and south of the Blue Ridge are less well constrained owing to a lack of susceptible slopes. The authors propose an estimated elliptical area had there been equally susceptible landscape yielding evidence in all areas.

There is sufficient documented evidence, say Jibson and Harp, to suggest the need to revise the established distance limits for the occurrence of landslides in different tectonic environments.

For the eastern U.S., the documented landslides from the 2011 Virginia earthquake suggest that ground motion is stronger and travels farther parallel to the Appalachian Mountains than perpendicular to them, which is consistent with other sources of intensity information such as the U.S. Geological Survey's Did You Feel It? map.

Not all historical post-earthquake landslide investigations have been conducted at the same level of detail, and so they might not be directly comparable with the current study. Also, very few earthquakes in stable continental interiors, where ground motion is known to travel farther than in plate-boundary regions, have had thorough documentations of triggered landslides, noted the authors.

"Even taking differential landslide reporting into account," wrote the authors, "the landslide limits from the 2011 Virginia earthquake are extraordinary."

The study is titled, "Extraordinary Distance Limits of Landslides Triggered by the 2011 Mineral, Virginia Earthquake."

"Even in Florida I'm more likely to be killed in an auto accident going to the polls than I am to cast the deciding vote in the presidential election."

Still, Lanning is a voter.

Andrew Gelman, a professor of statistics and political science at Columbia University, was co-author of a study before the 2008 presidential election that found that, on average, a voter had a 1 in 60 million chance of deciding that race.

The Electoral College means the odds vary by state. This year's chances range from roughly 1 in a million (for a voter in the battleground state of Ohio) to essentially zero (in states such as vastly Republican Wyoming or deeply Democratic Vermont).

That might seem to validate the inertia of the 4 in 10 eligible adults who don't bother to vote even in presidential years.

Yet Gelman's a voter, despite living in the entrenched blue state of New York.

He says voting can be a rational investment of time. That's partly because the outcome affects so many people. It's like entering a lottery that you almost certainly won't win, but if you do win, all 315 million Americans share your jackpot ? the president you believe will do more for the country.

Plus, a democracy relies on its voters. If the numbers drop too low, the legitimacy of the system is at risk. Consider mid-terms, when turnout runs only about 40 percent, or local elections that sometimes dip shockingly low. Voters contribute to the greater good.

How seriously Americans take their presidential votes was illustrated this year by the effort and time that many devoted to obtaining the photo identification required under new laws in some states.

"Every four years we are divided, Republicans and Democrats, by real differences ? in what we feel government should be doing and so forth ? but we are united in this responsibility to keep America going and the privilege to participate in it," said Lanning, the psychologist.

For many, it's a family tradition.

Kelvin Lovely's grandmother always encouraged him to vote, and he took it to heart. The 42-year-old Pensacola, Fla., resident cast his first ballot at 18 and became a regular. "I always want to vote, and I think my vote will have an impact," Lovely said.

Veronica Padilla of Las Vegas is already stressing the importance to her 13-year-old son, five years before he can vote.

"I tell him not to just vote for the most popular," she said. "You have to stand for what you believe."

Tim Farmer, a Denver University law student, attended a Romney rally one day and an Obama event the next because he feels a responsibility to make the right choice.

"Enough wrong votes," Farmer said, "and you get the wrong guy elected."

Adam Brandstetter knows he won't affect the election's outcome. His vote is going to long-shot Libertarian candidate Gary Johnson, "It won't ever matter," said Brandstetter.

But he enjoys the sense of community on voting days in Crystal Lake, Ill., a far suburb of Chicago. Brandstetter will leave the home office where he works as an investment manager and head for the polling place at the Lutheran church, staffed by some of his older neighbors.

"I'll take a walk over," he said, "have lunch, see all my senior friends: 'Haven't seen you in a while. What have you been up to?'"

It feels good to vote, Brandstetter said, and to make time to appreciate that "we're in America. We have the freedom to express our views."

Northeast power outages from Sandy finally fall below 2 million

NEW YORK (Reuters) - The number of homes and businesses still without power nearly a week after Hurricane Sandy hit the U.S. Northeast fell to 1.9 million on Sunday morning, down from 2.5 million the previous afternoon, although a quarter of New Jersey and almost a tenth of New York remained in the dark, the Department of Energy said.

As of Sunday, power had been restored to critical infrastructure and preparations were being made to ensure polling places would have power on Election Day. But those without power will still have to wait longer as utilities are preparing to tackle the more labor-intensive outages in their service areas, industry sources said.

At its peak, more than 8.5 million customers were without power after Sandy tore across the greater New York City area. Most of those in other states have been restored, but nearly 1 million in New Jersey and almost 730,000 in New York state are still without power as a cold front threatens the area.

"We're putting a lot more manpower into those areas today as we go into tomorrow," said Brian L. Wolff, senior vice president of external affairs at Edison Electric Institute, an industry group.

About 67,000 workers were out in the fields helping with restoration efforts, he said. But the overall rate of restoration was slowing, he said, as utilities were moving to repair lines and poles, which affect smaller numbers of customers.

"That's the real labor-intensive stuff that it's just street-to-street, house-to-house, neighborhood-by-neighborhood," Wolff said, adding that some 150,000 to 200,000 customers "have such a level of physical destruction that they won't be able to restore electricity for quite some time."

In New Jersey, where many coastal towns experienced severe devastation, about 25 percent of utility customers were still without power. Public Service Enterprise Group (PSEG) and Jersey Central Power & Light (JCP&L) - two major electricity providers - each had about half a million customers without power.

PSE&G, which provides power to about 2.2 million customers across a wide swath of central New Jersey, said 493,000 were still without power. But critical infrastructure serviced by the utility had its power restored, a senior executive told reporters on a conference call Sunday.

"We have restored power to all of the refineries and pipeline suppliers that we are aware of," PSE&G President and Chief Operating Officer Ralph A. LaRossa said.

About 78 percent of gasoline stations had power restored, as well as 80 percent of schools, LaRossa said. Seven power substations, including six in Hudson County, were still being restored and the utility was busy coordinating power restoration efforts with local authorities for polling places in time for Election Day.

"We'll be in pretty good shape by Tuesday," LaRossa said.

JCP&L, which provides power to 1.1 million customers in 13 New Jersey counties, had 485,000 without power as of Sunday morning, according to a spokesperson. The utility is targeting restoration to most customers by Wednesday, the spokesperson said.

In New York, approximately 210,000 Con Edison customers were still without electricity, out of an estimated 940,000 affected, the utility said in a statement. Con Edison said it expects to have the "vast majority" of impacted customers restored to power by next weekend.

Another 370,000 New York customers served by the Long Island Power Authority were also without power, a spokesperson said in an email. The power provider expects to have 90 percent of customers restored by Wednesday evening. About 675,000 Long Island Power Authority customers had been restored since Sunday, the spokesperson said.

Speaking at a press conference Sunday morning, New York Governor Andrew Cuomo called the power restoration numbers "nice" but said the problem is not solved until customers have power in their homes.

Cuomo reiterated his promise to hold power companies "100 percent" accountable for their performance during restoration efforts.
